The document emphasizes that, in order to maintain peace and stability, all countries should adhere to the purposes and principles of the United Nations Charter in the virtual space. It advocates respecting digital sovereignty and promoting inclusive development through cooperation. All countries have the right to independently choose development paths for digital and intelligent technologies, including artificial intelligence, based on their national conditions. They also have the right to choose artificial intelligence technologies, products, and services. Countries should not be forced to side with certain parties. The document reaffirms the importance of multilateralism in addressing the risks posed by emerging technologies such as artificial intelligence to network security, and calls for the development of new international rules for the virtual space in line with current developments.
