According to the Ministry of Commerce website, on July 24, the Ministry issued an announcement, listing 14 EU entities for export control.
According to the Regulations on Export Control of the People's Republic of China and the Regulations on Export Control of Dual-Use Items of the People's Republic of China, and relevant laws and regulations, in order to maintain national security and interests, fulfill international obligations to prevent proliferation, the decision is made to include 14 entities from the EU under the export control list, and to take the following measures:
1. Prohibitions on export operators from exporting dual-use items to the aforementioned 14 entities. It is also prohibited for foreign organizations and individuals to transfer or provide dual-use items originating from the People’s Republic of China to the aforementioned 14 entities. Activities that are currently underway must be immediately ceased.
II. In special circumstances where exports are indeed necessary, the export operator shall submit an application to the Ministry of Commerce.
This announcement shall enter into force upon its official publication date.
On the same day, a spokesman for the Ministry of Commerce answered reporters' questions and stated that on the evening of July 23, Beijing time, the European side officially announced the 21st round of sanctions against Russia, listing 14 Chinese mainland and Hong Kong companies as targets of sanctions. In order to safeguard national security and interests, and to fulfill international obligations such as anti-proliferation measures, in response to the aforementioned malicious actions by the European side, in accordance with laws and regulations such as the "Export Control Law of the People's Republic of China" and the "Regulations on Export Control of Dual-Use Goods of the People's Republic of China," China has decided to include the Lafart Group and 14 other EU entities on a list for export control. Exporter operators are prohibited from exporting dual-use goods to these entities, and foreign organizations and individuals are prohibited from transferring or providing dual-use goods originating from the People's Republic of China to these entities.

Lafert S.p.A.
Lafart Group is an Italian electric machinery brand. Its main business involves the design of customized motors and drivers for industrial use. In 2018, it was wholly acquired by Sumitomo Heavy Industries of Japan. Its core products include synchronous permanent magnet motors and asynchronous motors.
2. Garnet S.r.l.
Gaint is an Italian supplier of automation and robotics components, focusing on motion control components, permanent magnets, and automation solutions. Its core products include rare earth magnets and ferrite magnets.
3. Sindlhauser Materials GmbH
Sindhaus is a German material supplier specializing in the development, production, and supply of high-performance materials for vacuum coating (PVD/vacuum coating). Its core products include oxide/non-oxide ceramic targets and bonded rare earth metal targets.
4. Rheinmetall AG
Rheinmetall is Germany's largest military-industrial company, specializing in armored vehicles, artillery systems, and defense products. Its core products include smoothbore tank guns and the Panzer VI Panther main battle tank.
5. Antraco Chemie-Handelsgesellschaft mbH
Antecor is a German chemical trading company that specializes in the import and export of chemical raw materials worldwide. Its product range includes plastic additives, flame retardants, pigments, feed additives, etc.
6. InPACT company (InPACT S.A.)
InPACT is a professional French semiconductor material company. It is a manufacturer and supplier of InP single crystal wafers/substrates, and one of the largest InP wafer producers in Europe.
7. III-V LAB (III-V Laboratory)
The 35 Laboratory is a French private research and development organization, operated jointly by Nokia, Thales, and the French Atomic Energy and Alternative Energies Commission (CEA). It primarily focuses on the research and development of III-V semiconductor materials and devices.
Cavok UAS Company
Cavok UAS Company is a French unmanned aerial vehicle manufacturer specializing in the design, manufacture, and sale of professional-grade unmanned aircraft.
9. Vigo Photonics S.A.
Vigo Optoelectronics is a Polish manufacturer of infrared photon detectors and semiconductor materials. The company specializes in the research and production of medium-wave infrared (MWIR) and long-wave infrared (LWIR) detectors and modules.
10. Wrocław Polytechnic University (Politechnika Wroclawska)
Frozwał Politechnika University is a top public technological university in Poland. Its research and teaching focus is on engineering technology, natural sciences, and applied sciences, with outstanding achievements in the fields of physical sciences and chemistry.
This university announced this year that researchers will participate in two international projects funded by the fifth round of the European Defense Fund (EDF): “U-HARRIER – Unmanned Heavy Transport Air Reconnaissance and European Resilient Integrated Response” and “DIALOG-AI – Defense Innovation Assessment and Combat-Generated Artificial Intelligence for Practical Testing”. The total budget is nearly 11 million euros. The first project aims to develop drones capable of carrying a payload of 300 kilograms, with increased resistance to damage. The second project aims to develop new AI methods for assessment and testing in near-real-world conditions.
