According to the website of the Ministry of Foreign Affairs, on July 24, 2026, Wang Yi, a member of the Political Bureau of the Central Committee of the Communist Party of China and Minister of Foreign Affairs, met with Russian Foreign Minister Lavrov during his participation in the Foreign Ministers' Meeting of the Shanghai Cooperation Organization in Kyrgyzstan.
Wang Yi said that in May this year, President Xi Jinping held an important meeting with President Putin in Beijing, marking a new stage of development for Sino-Russian relations. China wishes the Russian National Duma elections to be conducted smoothly in September and strongly supports the choices made by the Russian people independently. This year marks the 25th anniversary of the signing of the Treaty of Good-Neighborliness and Friendship between China and Russia, as well as the establishment of the Shanghai Cooperation Organization. Under the guidance of this treaty, China and Russia have set an example for new types of bilateral and inter-state relations. The Shanghai Cooperation Organization has now become a force for world stability, with its international prestige continuously increasing. Both sides should jointly support the development and strengthening of the Shanghai Cooperation Organization, promote the "Shanghai Spirit," and inject vitality into the improvement of global governance and the construction of a community with a shared future for mankind.
Wang Yi stated that the current international situation is complex and volatile. In the face of the question of what the world will become, China and Russia have a firm and clear answer. Both sides should follow the important consensus reached by their heads of state, take an independent and self-reliant path for development and revitalization, and pursue a path of mutual trust in comprehensive strategic cooperation. It is necessary to plan well for the next stage of high-level exchanges, continue the growth trend of practical cooperation, and enhance the resilience and stability of cooperation. Strategic cooperation should be strengthened to maintain the achievements of World War II, and Japan must not be allowed to rearm. Close multilateral coordination should be maintained, with expectations that Russia will continue to support various activities of the APEC 'China Year', and mutual support should be enhanced on multilateral platforms such as the United Nations.
Lavrov stated that official diplomacy is an important engine of Russian-China relations. President Putin’s successful visit to China this year, along with over 50 meetings between leaders of both countries, has led bilateral relations to new heights. Russia and China just celebrated the 25th anniversary of the Treaty of Good Neighborliness, Friendship and Cooperation, demonstrating the enduring strength of mutual trust between the two nations. Russia congratulated China on the successful holding of the World Artificial Intelligence Conference and expressed its willingness to join the World Artificial Intelligence Cooperation Organization, hoping to deepen innovation and technology cooperation between the two countries through this initiative. Over the past 25 years since the establishment of the SCO, it has developed into a promising regional organization, attracting more and more like-minded countries to join. Russia is highly vigilant and firmly opposes Japan’s attempts to accelerate "re-militarization" and nuclear proliferation. Both sides can further strengthen strategic cooperation within multilateral frameworks such as the United Nations, APEC, G20, BRICS, and East Asia Cooperation, aiming to build a more democratic and just multipolar world.
The two sides also exchanged in-depth views on international and regional issues of common concern.
