On September 20 local time, in Saint-Paul and Saint-Pierre, the overseas administrative regions of France, French President Emmanuel Macron met with visiting Canadian Prime Minister Justin Trudeau to speak with reporters.

Analysts speculate that the new relations may harmonize some regulatory requirements, making it easier for certain groups (possibly students) to move across continents, or strengthen the connections in cross-ocean financial services.
Bloomberg reported that Canada’s efforts to strengthen ties with Europe come at a time when its relationship with its largest trading partner, the United States, is deteriorating. This measure indicates that Canada is striving to deepen its relationships with European partners in order to reduce its economic dependence on the United States.
Canadian and American trade negotiations collapsed in late August. U.S. President Donald Trump imposed a 50% tariff on certain Canadian goods and repeatedly mentioned the idea of making Canada the “51st state” of the United States. Canada responded with countermeasures, which led to further retaliation from the White House.
On that day, after concluding his meeting with Macron, Kane promptly returned to Ottawa to meet with Norway's Prime Minister Jonas Gahr Stolle.
Norway and Canada agree to seek enhanced defense cooperation agreements. When asked if Trump also views the relationship between Canada and Norway as 'hostile behavior', Carney replied: 'Closer ties between NATO members make these allies stronger, strengthen NATO, and greatly help all NATO members achieve their common goals, including the United States.'
