Iran, US Finalize Draft MOU on Strait, Finance, Nuclear Issues

Reuters reported on the 14th local time, citing remarks from senior Iranian officials, that the final draft of the memorandum of understanding reached between Iran and the United States covers various topics. The details are as follows:

Hormuz Strait: Iran should immediately reopen the Hormuz Strait for all merchant ships to pass through. At the same time, the United States should lift its naval blockade of Iranian ports. The lifting of the blockade by the United States will begin immediately after the signing of the memorandum and be completed within 30 days.

Finance: The United States agrees to refrain from imposing any new sanctions against Iran until a final agreement is reached. After the final agreement is made, all U.S. sanctions against Iran will be lifted according to the agreed schedule. The United States will exempt Iran from oil sanctions for a specified period, allowing Iran to sell oil and earn revenue. The United States agrees to unfreeze $25 billion in frozen assets held by Iran, through direct cash transfers, cooperation between regional countries, and financial credit lines. The United States will work with its regional allies to develop a plan for Iran’s reconstruction and development. This plan will be negotiated and agreed upon with Iran within 60 days.

Nuclear Issues: Iran agrees not to produce or acquire nuclear weapons. Until a final agreement is reached, Iran will maintain its current nuclear program, without further uranium enrichment or expansion of nuclear facilities. The United States agrees to dilute Iran’s high-enriched uranium stockpile within Iran. Iran’s nuclear program, uranium enrichment activities, and mechanisms for handling its high-enriched uranium stockpile will be discussed within 60 days after the memorandum is signed, and will be resolved in the final agreement.

As of now, Iranian officials still state that Iran has not made a final decision regarding the memorandum of understanding, and the related deliberations are ongoing.
