China Condemns US Actions on Scientific Research

According to the Ministry of Commerce website, on October 23, a spokesperson for the Ministry of Commerce answered reporters' questions regarding the so-called research safety review results announced by the U.S. Department of Defense.

Reporter asked: On October 19, Eastern Time, the U.S. Department of Defense announced the results of a scientific research safety review of some American universities. It was mentioned that these universities had completely terminated their relationships with entities listed on List 128. List 128 includes many Chinese scientific institutions. What is the comment from the Ministry of Commerce on this?

Answer: We have taken note of the relevant situation. China has always opposed the US tendency to generalize the concept of national security, politicizing, militarizing, and instrumentalizing exchanges and cooperation in the field of scientific research. The US also engages in unreasonable “slamming” accusations against Chinese scientific institutions. In essence, the US practices are attempts to force American scientific institutions to take sides, deliberately undermining normal scientific cooperation between China and the US. This will only weaken America’s own technological progress and innovation, acting like pulling stones up on one’s own feet. Strengthening scientific cooperation between China and the US serves the common interests of both sides. Attempting to restrict “decoupling” will only harm both parties.

The Chinese side urges the US to respect facts and follow the general rules and trends of global technological exchanges and cooperation. It demands that the US immediately cease its wrongful practices of adopting discriminatory and restrictive measures against Chinese research institutions. The Chinese side will take necessary measures to protect the legitimate rights and interests of Chinese research institutions.
