According to the website of China's Permanent Mission to the United Nations, Chinese Permanent Representative to the United Nations Fu Cong spoke during the General Assembly's consideration of the issue of 'the necessity to end the economic, commercial, and financial blockade imposed by the United States against Cuba' on October 27. He called for the United States to immediately cease its blockade and pressure against Cuba.
Fu Cong said that the United States' illegal economic blockade and unilateral economic sanctions against Cuba have persisted for 64 years, and these sanctions continue to intensify. The General Assembly's discussion on a resolution calling for an end to the United States' economic, commercial, and financial blockade of Cuba has lasted for 34 years, yet no action has been taken. These two historical periods and processes have witnessed the severe suffering endured by the Cuban nation and its people, as well as their unyielding resistance. They also document the hegemonic bullying actions of the United States, which violate the principles and purposes of the United Nations Charter and trample upon international order and basic norms of international relations. The resolution, passed overwhelmingly for 33 consecutive years, reflects human conscience and demonstrates the power of justice.
He stated that China always stands on the side of historical correctness, on the side of common values of all humanity, and on the side of upholding fairness and justice. Today, from the solemn podium of the United Nations, China once again strongly demands that the United States immediately cease its blockade and pressure against Cuba. The 64 years of illegal unilateral sanctions have no reason to continue, and the 34 years of calls for justice have no reason to be ignored. The resolution to “terminate the United States’ economic, commercial, and financial blockade against Cuba” must be implemented immediately.
Fu Cong pointed out that today, the multipolarization of the world and economic globalization are inevitable trends. There is a mutual dependence between countries; the concept of building a community with a shared future for mankind is increasingly becoming a common understanding among all nations. The international community should continue to strive for progress and goodness, unite together, support Cuba in its just struggle to maintain national dignity and sovereign equality, support the common development of all countries, and promote the continuous progress of humanity.
Fu Cong said that countries, regardless of size, wealth, or strength, are all equal members of the international community. Each country has the right to choose a social system and development path that suits its own national conditions. The future of Cuba must and can only be decided by the Cuban people themselves. No country has the right to impose sanctions, force its will and development path upon others, nor does it have the right to use military threats or abuse judicial means to pressure Cuba.
He emphasized that unilateral sanctions without authorization from the United Nations Security Council have no basis in international law. Personal biases and family rules are not the rules or principles by which nations should interact with each other. The international community must work together to urge relevant countries to return to the right path, to the consensus reached in the resolutions of the General Assembly, and to immediately cease all sanctions and secondary sanctions against Cuba. Cuba should be removed from the so-called “Sanctions List,” and together, we must work to maintain an international system centered on the United Nations and an international order based on international law.
Fu Cong stated that every country has the dignity to stand among the nations of the world, and the people of every country have the right to live and develop. Using illegal means such as economic blockades to hinder and harm the right to live and develop of people in other countries goes against international morality and the common values of all humanity. The international community should take a clear stance, defend the right to development, promote development cooperation, and ensure the rights and dignity of people while continuously meeting their aspirations for a better life.
According to reports from CCTV News, the United Nations General Assembly reviewed the draft resolution 'Necessity to End the Economic, Commercial and Financial Blockade Imposed by the United States Against Cuba' from the 27th to the 28th.
Cuba and the United States delegations engaged in a heated debate at the United Nations. US Permanent Representative to the UN, Walsh, claimed during his speech that "the United States does not have a blockade against Cuba," and repeatedly criticized Cuban leaders. The Cuban delegation at the scene banged their desks, stood up, and walked directly towards the podium to protest. Cuban Foreign Minister Rodríguez used Article 71 of the UN rules several times to interrupt Walsh's speech, expressing strong protest.
After the Cuban Revolution in 1959, the U.S. government adopted a hostile policy towards Cuba. In 1961, diplomatic relations between the United States and Cuba were severed. In 1962, the United States began implementing an economic, commercial, and financial blockade against Cuba, which has continued to this day. Since January of this year, U.S. President Trump has increased pressure on Cuba, imposing fuel embargoes and imposing severe sanctions on a large number of Cuban officials and state entities.
