Chinese Political Bureau Committee Member and Foreign Minister Wang Yi spoke on the phone with Filipino Foreign Minister Lazaro on March 3.
Wang Yi stated that the current relations between China and the Philippines are facing malicious interference. A small number of Filipino politicians, driven by political bias and self-interest, repeatedly attack and smear China, cross the red lines set by China, and politicize normal economic, trade, and cultural exchanges. They also infringe upon the legitimate rights and interests of Chinese people and institutions in the Philippines. Such acts are irrational and unacceptable, and they damage the international image of the Philippines. The Filipino side should strengthen the restraint of relevant individuals and issue a rational and unified stance on its policy towards China. China's resolve to maintain sovereignty and territorial integrity, as well as to achieve national unity, is unwavering. The Filipino side should implement the one-China policy in practice and be cautious in matters related to the sea.
Lazaro stated that the Philippines attaches great importance to its relations with China and hopes to develop stable and predictable bilateral relations. Currently, countries are facing challenges in areas such as economy and energy. Communication between the Philippines and China is conducive to managing differences, improving bilateral relations, and promoting regional peace and stability. The Philippines maintains its policy of one China, and this position will not change. The Philippines is also willing to handle issues related to the sea through dialogue and negotiation with China. As the rotating chair country of ASEAN, the Philippines appreciates and looks forward to China playing a greater role in promoting more achievements in the ASEAN-China comprehensive strategic partnership.
Both sides have reached a basic consensus on improving bilateral relations between China and the Philippines: First, a healthy and stable relationship between China and the Philippines is in both parties' interests and aligns with regional expectations. Both sides agree to maintain diplomatic dialogue on this issue. Second, efforts should be made to eliminate all kinds of internal and external interference factors, and any malicious provocation or actions that undermine bilateral diplomatic efforts must be opposed. Third, both sides should responsibly manage their differences and stabilize the situation, seeking to expand common interests between the two countries.
Both sides also exchanged views regarding the East Asian Cooperation Leaders' Meeting to be held in the Philippines and the subsequent Asia-Pacific Economic Cooperation Leaders' Informal Meeting to be held in Shenzhen, China.
