As Australias quotas for beef exports to China are about to be exhausted, Australian industry officials claim that there are alternative markets available. However, they continue to lobby China behind the scenes to increase or eliminate these quotas.
The Ministry of Commerce of China announced in a statement issued in December 2025 that, following investigations, an increase in the quantity of imported beef has caused serious damage to Chinas domestic industry. Therefore, measures will be taken against imported beef starting from January 1, 2026, until December 31, 2028. These measures will involve country-specific quotas and additional tariffs imposed on imports exceeding those quotas. An additional 55% tariff will be applied to imported beef that exceeds the quota limits, with these quotas increasing year by year.
In 2026, the total import quota for beef is 2.688 million tons, of which Australia accounts for 205,000 tons. According to a report by Bloomberg on May 28th, as of May, Australia has already used 80% of its annual beef export quota. Analysts and industry experts expect that, at current export rates, Australias beef exports may reach the quota limit as early as mid-June.

According to reports, although Australian Trade Minister Don Farrell has been lobbying China to increase or eliminate relevant quotas, the Australian beef industry believes that even if China implements stricter quotas and higher tariffs, there is still strong demand for Australian beef in the global market. Therefore, they can diversify their exports to offset the impact of Chinese measures.
According to data from the Australian Meat and Livestock Association (MLA), in the beginning of 2026, Australias red meat industry experienced its strongest start in history. In the first quarter of the year, beef production exceeded 730,000 tons, representing a 8% increase compared to the previous year. This continuation of the record-breaking growth seen in 2025 is noteworthy.

The US market is considered by Australia as a crucial buffer. According to reports, the size of the cattle population in the United States is at its lowest level in decades, resulting in a significant increase in demand for imported beef. Data for the first three months of 2026 shows that the US remains Australias largest overseas market for beef, accounting for 29% of sales. China ranks second, with 21% of sales, while Japan and South Korea together account for 32% of sales.
In the view of Ripley Atkinson, manager of StoneXs meat and livestock industry in Australia, even if China imposes a 55% tariff on Australian beef, Australian beef will still continue to be sold into the Chinese market. However, the volume of exports will decrease. He believes that Australian exporters will shift their focus towards markets with strong demand, such as the United States and Southeast Asia.
Atkinson also confidently claimed that as Sino-US relations are improving in the near future, the US will export more beef to China. This will lead to a shortage in domestic supplies in the United States, which could indirectly create a gap for Australian beef. In the end, we will still be the winners.
However, the internationally authoritative rating agency S&P Global pointed out in January that different markets have different demands. Market transfers will also create new price pressures, especially in Japan and South Korea. An increase in Australian supply could have a negative impact on local farmers, processors, exporters, and traders, thereby reducing the profit margins of processing businesses. Importers in South Korea and the Philippines expect that due to the increased supply, the price of Australian beef will decline.
Moreover, although Australia loudly proclaims its intentions, its actual actions reveal that it simply cannot give up on the huge Chinese market.
British newspaper Reuters reported last week that seven sources said that Brazilian Agriculture Minister André de Paula and Australian counterpart Farell were in China this week. They used the opportunity to communicate with Chinese officials in order to lobby for increased beef quotas. Both countries hope to obtain export quotas that are not yet utilized by other countries.
Two sources said that Australian officials also discussed with Chinese counterparts the issue of excluding cow bones and frozen meat from the quota, which could help increase overall shipments. Data shows that Australian beef accounted for 8.3%, 7.5%, and 13.9% of Chinas total beef imports in 2023, 2024, and 2025, respectively (as of November).
Bloomberg analysis indicates that, for now, there are no signs of China ending its quota system in the short term. So far, no measures to relax this system have been proposed.
