Iran to Focus on Implementing US-Iran Deal Terms in Switzerland

According to the Iranian Tasnim News Agency, on June 21 local time, Iran's Foreign Ministry spokesman Baghaie said that Iran's participation in new talks in Switzerland is aimed at promoting the implementation of the Memorandum of Understanding between the US and Iran. Only when all five core clauses of the memorandum are implemented can parties begin negotiations for a final agreement.

According to Baghaee, this round of talks will last for one day. On the morning of the 21st, the Iranian delegation will have separate meetings with the mediating parties, Pakistan and Qatar. In the afternoon, a quadripartite meeting between Iran, the United States, Qatar, and Pakistan will be held.

He stated that since the signing of the memorandum, Iran has been working to implement the terms. “Implementing a document is much more important than simply signing it. Achieving consensus through diplomatic negotiations is one thing, but what’s even more important is ensuring that the consensus is carried out.”

Baghaee pointed out that this meeting in Switzerland fully reflects Iran's firm stance of taking the initiative to hold others accountable and following up on their compliance with the agreement. Iran has never considered that the agreement will automatically be implemented after its signing. “We have never forgotten the lessons from past mistakes.”

He emphasized that all discussions in this round of talks focused on ensuring the implementation of the memorandum. Article 13 of the memorandum clearly states that there are prerequisites for initiating negotiations on the final agreement, and five core provisions must be implemented first. The first of these provisions is a complete ceasefire on all fronts, including those in Lebanon.

Iran believes that this clause has not been fulfilled to date. It accuses the US of either being unable to constrain the relevant parties to fulfill the obligations, or of having no intention of fulfilling the commitments. It also points out that Israel continues to violate the agreements outlined in the memorandum.

This is the core point of disagreement for today's meeting.

He also mentioned that several other provisions require corresponding preliminary measures, focusing on unfreezing and opening up Iran's frozen overseas assets, as well as issuing the necessary permits for the export of Iranian crude oil and petrochemical products.

Baghaee stated that Iran has been continuously conveying information through the mediators, verifying the progress of fulfilling the memorandum. The talks in Switzerland are part of this follow-up process. The primary goal of this round of negotiations is to urge the US to fulfill all its commitments and to confirm that all prerequisites for starting final negotiations have been met.

This round of talks is expected to continue until evening local time on the 21st. Baghae said that all of Iran’s key concerns will be fully and clearly addressed during the Quadilateral talks.

He concluded by stating that in defending their national core interests, the Iranian delegation will make no compromises and will not show any concessions. Various national institutions in Iran are working together to fully implement the commitments outlined in the memorandum.
